Default No Specialty Lawyers?

Can someone tell me why Kentucky in the US doesn't allow lawyers to specialize? Every time I see a commercial on the telly they have a disclaimer that says that Kentucky law does not allow lawyers to specialize in certain areas. I think it's strange.

Aw, come on guys! Does no one know about law? I'm really curious about this. I've heard that statement all of my life. I also know there are certain lawyers that are more competant in one field than in another so "no specialtys" is a bunch of hogwash.

I have actually seen this disclaimer on a lot of legal websites and it applies to every state. I think it's just a declaration that any particular state does not endorse any particular website so you couldn't sue the state if anything went wrong.
