Custom Design vs Pre-created design

Which one to choose is the question.

I do not have the cashflow for a highly customized design right now, but at the same time I do not want a design that someone else out there has.

What would you guys do?

I was thinking of using a pre-created design and just doing some tweaks myself. Is this allowed?

It would depend on the copyrights. If you want to have a successful site then I think it is important to have your own design with custom accents at the least.

I think if you have a template that others are using or one that is just very plain and not very inviting then you probably won't have a very good outcome. Customization is a major thing when trying to attract people.
